ROADS
ARE CLOSED - The roads in Mountainside are closed
for the winter. The roads in Riverside are open as plowed.
Once the roads are declared to be closed by the Roads Chairman you are
not allowed to operate a passenger motor vehicle past any road
closed sign. Additionally, you are not allowed to move, alter
or otherwise block a road closed sign. A violation of these rules
will result in a fine against the owner of the property.
You are only allowed to operate Off-Highway Vehicles (OHV) past a road
closed sign. These include snowmobiles, four wheelers, side by
sides, snow-cats and other All-Terrain like vehicles.
In Mountainside certain parking rules apply in order to maximize the
limited parking area. A map is available for download
here.
Parking Rules:
*Do not block other vehicle or trailers. This will result in your
vehicle being moved or towed without notice and at the owner's
expense.
*If you vehicle does not have an HLA sticker with a lot number please
leave your lot number on a paper on your dash so you can be contacted if
necessary.
*Do not park, drive or ride your car or OHV on the properties around
the parking lots. This is trespassing. Owners in this area are
impacted greatly during winter parking so please be considerate of
their peace and respectful of their properties.
*No trailers are allowed beyond the large parking lot just past
the bridge.
*Only two place or smaller trailers are allowed in the large parking
lot just past the bridge.
*Trailers larger than two place MUST be parked on the side of the road
before the bridge.

HLA
REMINDERS - The speed limit during the winter
is the same as the summer and is limited to 15 mph unless you are
passing people or other OHV's then it is 5 mph.
The property owner of record is responsible for the actions of their
family and guests.
Dogs are required to remain on your property and when off your
property they must be on a leash.
Trespassing is illegal. During the winter OHV's seem to leave the
roads and operate without regard to private property. Sledding is
becoming an issue as well with people crossing or sledding on
private property. Keep it on the roads or the association
green-space.
We are again
experiencing problems with people leaving and entering our
association to the north. Our neighboring association has advised us
that anyone entering their property will be arrested. It is our
understanding that in previous years acts of vandalism occurred in
our neighboring association. Please advise your guest to not leave
the association to the north. Likewise, we are asking our members to
please notify the Summit County Sheriff's Office if they observe
anyone entering our property unlawfully.

WELL
SYSTEM FAILURE
- The main line that pumps water to the upper tanks has failed. It
is believed that the line froze due to minimal snow and
exceptionally cold temperatures. As a result the Well System will be
taken off-line immediately. Efforts are being made to supplement
delivery to some cabins on that system via the Middle Tank System.
Most cabins that are on the Well System will likely experience no
water delivery this winter now that the storage tanks are empty.
Cabins on
Upper Aspen Loop above the Christensen/Backman cabins are certain to not
receive water service. Cabins around the same altitude as the
Christensen/Backman cabins will experience reduced pressure. Check for leaks as usual and always shut off the
cabin water supply via the exterior stop and waste especially if you
have experienced a water outage. Water regulation violations will
result in fines.
The Middle Springs system will experience a greater demand as the only
water producing system in Mountainside.
For those cabins on the
Middle Spring system and those few cabins that will be supplemented
by the Middle Spring system water conservation is key. The storage tank
is
relatively small and on a busy weekend will be quickly drained
leaving all of Mountainside without water. Recovery of the Middle
Spring system will be very slow if drained.
As a reminder
the HLA water system is a seasonal recreation system only and
delivery is not guaranteed.
Winter repairs are not attempted and this condition is likely to
remain until spring thaw. In the event water is restored you
will be notified by email and via website.
*Riverside will not be impacted by the Well System failure.

CABIN
WINTER MAINTENANCE
- As freezing
continues to be a concern HLA would like to remind owners of some
simple winter maintenance techniques.
Protect your drain pipes from
freezing with only RV Antifreeze.
If you use automobile antifreeze you can severely damage your septic
tank and contaminate the association ground water sources that feed
our water system.
Drain your water lines completely and if
possible blow the lines out. Don't forget to drain your water
heater.
Turn off your water supply at the outside stop &
waste valve. Even if you have a furnace that you leave on during the
winter your cabin is susceptible to water damage during power
outages unless you keep the water turned off and drained between
uses.
Reinforce structures for snow load or areas
where roofs shed snow such as on to a deck. This includes windows
that may be broken by massing snow.

BARRIER
ROCKS AT THE LAKE - Owners, please advise your guests that
the newly placed large barrier rocks on the Northeast corner of the
lake are for ATV/vehicle safety. Please do not push or roll them
into the lake. Heavy machinery is needed to get them out of the
water and put them back which is extremely expensive. HLA has and
will fine any owner for the cost of this vandalism so that the
membership does not shoulder this burden.

MOUNTAINSIDE
REVERSE TRAFFIC FLOW - One problem persists that is very wearing on our gate and its internal
mechanisms. When cars enter they drive over the ground loop that
typically activates the gate for vehicles exiting. As drivers are
careful and driving slow as they should they then drive over the
ground loop causing the gate to open while it is in transit to
closing. This is extremely hard on the system.
We are asking members and their guests to please abide by the Reverse
Traffic Gate Flow. Basically this requires cars to enter through the
gate and travel left of center to avoid resetting the gate during
transit. Cars exiting the association need to cross the sensor so
they too are left of center in order to actuate the gate.
Of particular concern is ATV traffic
that crosses the ground loop and activates the gate. ATV traffic is
required to turn around before the ground loop area. Please
refer to the diagram here
for more detailed information.
Your cooperation will help prevent damage and control costs as well as
minimize the time the gate is open and prevent unauthorized
trespassers.

FIREWORKS
PROHIBITED - HLA
would like to remind members, family and guests that all types
of fireworks are prohibited (yes, even sparklers) within the
association to include private property, common areas and green
space during the entire year.
Violators will be fined up to $500.00

LAKE
FISHING - The Hidden Lake will be planted by a private vendor
and paid for through HLA funds. The Hidden Lake is private
property and is entirely within the boundaries of the association.
Currently the lake suffers complete winter kill each year and there is no
state funded fish left in the lake. Based on this information the
lake has been deemed by the Directors as a private lake for fishing
by members and their approved guests only, with non-members being
trespassed. Additionally, the Directors voted to control fishing by
implementing the policy of CATCH AND RELEASE ONLY through October
1st at which time CATCH AND KEEP without member limits will be
applied.
